Per comprendere perchè il Cyber Bullismo rappresenti una concreta minaccia per la Cittadinanza Digitale dobbiamo capire meglio natura e portata del fenomeno, sempre più diffuso e sempre più temuto, rappresentativo di una socialità oltremodo aggressiva e "malata".

Il cyber bullismo ("bullismo elettronico" o "bullismo in internet") è una modalità ovvero una forma di bullismo attuata attraverso l’uso dei Nuovi Media (dai cellulari a tutto ciò che si può connettere a internet). Analogamente al bullismo tradizionale, anche nel caso del cyber bullismo si reitera nel tempo una prevaricazione o meglio una violenza perpetuata da una persona o da un gruppo di persone generalmente più forti nei confronti di un’altra persona percepita come più debole.

Il cyber bullismo presenta le stesse caratteristiche tipiche del bullismo (Olweus, 1996) ovvero:

- intenzionalità

- persistenza nel tempo

- asimmetria di potere

- natura sociale del fenomeno

ma in aggiunta a queste nel cyberbullismo intervengono anche altri elementi, quali:

a) impatto: la diffusione di materiale tramite internet è incontrollabile e non ci sono limiti (anche se la situazione migliora, video e immagini potrebbero restare online)

b) possibile anonimità: chi offende online potrebbe tentare di rimanere nascosto dietro un nickname e cercare di non essere identificato/a

c) assenza di confini spaziali: il cyberbullismo può avvenire ovunque, invadendo anche gli spazi personali privando l’individuo dei suoi spazi-rifugio (la vittima può essere raggiungibile anche in ambienti sicuri come a casa propria)

d) assenza di limiti temporali: il cyberbullismo può avvenire a ogni ora del giorno e della notte.

E' da considerare anche che è sempre possibile che il cyberbullismo si accompagni al bullismo tradizionale. Azioni di bullismo reale, ad esempio, possono essere fotografate o videoriprese, per poi essere pubblicate e diffuse sul web (social network, siti di foto-video sharing, email, blog, forum e chat). Come anche è possibile che bulli nella realtà siano presi di mira e diventino vittime nel web ad opera delle loro stesse vittime nella realtà.
